An aged care visa Australia pathway depends heavily on the occupation being nominated. Registered nurses may have access to standard skilled or employer-sponsored programs, but most direct-care roles are not available through the standard Subclass 482 Core Skills stream.

For Aged or Disabled Carers, Nursing Support Workers and Personal Care Assistants, the Aged Care Industry Labour Agreement, commonly called ACILA, is usually the most relevant employer-sponsored pathway. It allows eligible aged care providers to sponsor overseas direct-care workers through the Subclass 482 Labour Agreement stream and may provide a pathway to permanent residency under Subclass 186.

Why Aged Care Is a Priority Occupation in 2026

Australia continues to require qualified workers across residential aged care, home care and community support services. However, workforce demand alone does not automatically make every aged care occupation eligible for every skilled visa.

The Core Skills Occupation List, or CSOL, applies to the Core Skills stream of the Skills in Demand Subclass 482 visa and the Direct Entry stream of the Subclass 186 visa. It replaced the previous occupation-list framework for these streams in December 2024.

Many professional nursing occupations are available through standard skilled pathways. In contrast, the following direct-care roles are generally accessed through ACILA or an applicable Designated Area Migration Agreement rather than the standard 482 Core Skills stream:

How Does ACILA Support an Aged Care Visa Australia Pathway?

The Aged Care Industry Labour Agreement is a purpose-built sponsorship arrangement for approved aged care providers that cannot meet their direct-care workforce needs locally.

Under ACILA, an eligible employer may sponsor workers in three occupations:

How the ACILA process generally works

An aged care provider usually needs to:

  1. Establish a genuine need for overseas direct-care workers.
  2. Meet the consultation and labour market requirements.
  3. Enter into an aged care industry labour agreement with the Australian Government.
  4. Nominate an eligible worker through the Subclass 482 Labour Agreement stream.
  5. Continue meeting the employment, salary, workplace and reporting conditions in the agreement.

For ACILA, labour market testing requirements can be met through a Memorandum of Understanding with the relevant industry union or unions.

Salary and English concessions under ACILA

ACILA may provide specified concessions to standard salary and English requirements. These concessions are not automatic and must be applied according to the employer’s signed labour agreement and the occupation being nominated.

The applicable salary must still meet the amount required under the agreement, applicable workplace laws and relevant market or award conditions. Applicants and employers should check the current ACILA template rather than relying on an older salary figure.

ACILA pathway to permanent residency

ACILA can provide access to the Subclass 186 Employer Nomination Scheme Labour Agreement stream. This is a permanent visa for workers nominated by an employer that is party to an eligible labour agreement.

The exact requirements, including employment period, age, English, qualifications and skills assessment, depend on the terms of the relevant agreement. ACILA has been designed to support a shorter permanent residency pathway for eligible direct-care workers than may otherwise be available under standard employer sponsorship.

Skills Assessment Options (CWA for care roles, ANMAC for nursing)

Choosing the wrong assessing authority can result in delays, additional costs or an invalid visa strategy.

CWA skills assessment for Aged or Disabled Carers

A CWA skills assessment applies to Aged or Disabled Carer under ANZSCO 423111 for ACILA and certain DAMA pathways. Community Work Australia is the designated assessing authority for this occupation.

The role generally involves supporting older people or people with disability with daily activities, social participation, independence and personal wellbeing. Applicants may need to provide:

  • Relevant qualification certificates and transcripts
  • Evidence of supervised practical training
  • Detailed employment references
  • Payslips and other proof of paid employment
  • Evidence of English language ability
  • Identity and employment documents

The occupation selected must reflect the applicant’s actual duties, not simply the wording used in their employment contract.

ANMAC skills assessment for direct-care workers

ANMAC is not limited to nurses. It also conducts a direct-care skills assessment for:

  • Nursing Support Worker — ANZSCO 423312
  • Personal Care Assistant — ANZSCO 423313

This assessment supports both ACILA and relevant DAMA applications. ANMAC states that its direct-care qualification pathway may accept a relevant minimum Certificate III-level qualification that included face-to-face study and at least 120 hours of practical experience, subject to all current assessment requirements.

ANMAC assessment for nurses

Registered nurses, enrolled nurses and midwives may require a different ANMAC skills assessment for General Skilled Migration or another eligible visa program.

Applicants should also distinguish between:

  • AHPRA registration, which concerns the legal authority to practise as a nurse in Australia; and
  • ANMAC migration skills assessment, which is used for specified migration purposes.

Holding AHPRA registration does not always remove the need for an ANMAC assessment.

Visa Pathways: 482 Sponsorship, 494 Regional and PR Routes

Subclass 482 Labour Agreement stream

For direct-care occupations covered by ACILA, the appropriate route is generally the Subclass 482 Skills in Demand visa under the Labour Agreement stream, not the standard Core Skills stream.

An applicant must usually:

  • Be nominated in an occupation covered by the employer’s agreement
  • Have the required qualifications and experience
  • Obtain a skills assessment where required
  • Meet the English level specified in the agreement
  • Satisfy health and character requirements
  • Work for the sponsoring employer

The Department states that a Labour Agreement stream applicant generally requires at least 12 months of relevant full-time work experience, unless the applicable agreement specifies otherwise.

Subclass 494 regional sponsorship

The Subclass 494 Skilled Employer Sponsored Regional visa may be available where the occupation, employer and applicant meet the relevant requirements.

It is a five-year provisional visa requiring employment in a designated regional area. Eligible holders may later seek permanent residency through Subclass 191 after meeting the applicable regional residence and other visa requirements.

Availability must be checked against the relevant occupation instrument and assessing-authority rules. A care-related job title alone does not guarantee eligibility.

DAMA as a secondary sponsorship option

A Designated Area Migration Agreement may provide access to occupations or concessions not available under standard skilled programs. DAMAs operate in specified regions and require endorsement from the relevant Designated Area Representative before an employer can proceed.

DAMA may be particularly relevant to disability-sector employers that cannot access ACILA or to aged care employers in regions offering occupation-specific concessions.

Skilled and nursing PR routes

Depending on the occupation, applicants may also consider:

Registered nurses may have broader skilled migration options than direct-care workers because nursing occupations may appear on relevant skilled lists and state nomination programs.

Employer Sponsorship Obligations for Aged Care Providers

Employers considering aged care worker sponsorship Australia must do more than offer a job.

They may need to:

  • Demonstrate a genuine workforce shortage
  • Obtain an ACILA or access another valid sponsorship arrangement
  • Complete required union consultation or an MoU process
  • Offer full-time employment under lawful conditions
  • Meet the salary specified in the labour agreement
  • Comply with Fair Work and workplace safety laws
  • Keep accurate payroll and employment records
  • Notify Home Affairs of relevant changes
  • Ensure the worker performs the nominated occupation

Employers should also budget for government charges, migration advice, recruitment expenses, onboarding and workforce support. Sponsorship costs that cannot legally be transferred to the employee must remain the employer’s responsibility.

Building a PR Pathway from an Aged Care Role

A practical aged care PR plan usually involves five steps.

1. Confirm the occupation

Compare the worker’s daily duties with the relevant ANZSCO description. Do not assume that “care worker” is an occupation for migration purposes.

2. Select the correct assessor

Use Community Work Australia for Aged or Disabled Carer and ANMAC for Nursing Support Worker or Personal Care Assistant.

3. Identify an eligible employer

Confirm whether the provider has an ACILA, is willing to obtain one, can access a DAMA or can sponsor under another lawful stream.

4. Meet assessment and visa requirements

Prepare qualifications, placement evidence, employment records, English results, police clearances and health documents.

5. Plan for permanent residency early

Before accepting sponsorship, clarify whether the employer’s labour agreement permits a Subclass 186 pathway and what conditions must be met. Sponsorship does not, by itself, guarantee PR.
